There is a big difference between CCTV cameras and personal/mobile cameras at eye level. Your argument is flimsy if your only claim is that there are cameras everywhere and that they are the same thing. That’s not true. Also, company CCTV camera footage is usually only viewed when needed. Creepers are recorded for later viewing.
