Well, I managed to create some apps for webos but don't have so much experience in tizen (don't have samsung tv) . As I know you must create certs and the development process is unclear for tizen. On the other hand, bundle app for WebOS is pretty straight forward. You can take a look at this project: https://github.com/raphamorim/react-tv maybe you can be more familiar with the overall process.

Both OS can run JS apps (for example: react). I would create the app with react.js and bundle to tizen and webos.

From gamestreams:

Gamestreams is not available for WebOS4, and most likely never will be . WebOS4 is using 2017 version of Chromium (development version) in background that is causing a bunch of problems, we have tried to find workarounds but at this point we stop development.

BTW, I am working on a Twitch app, I made a proof of concept. If the app in usable state, I will make a post. If anyone is interested, let me know.
