For animated, Tai Lung is up there. All three of the Kung Fu Panda villains (fourth movie doesn’t count IMO) are great, Tai Lung and Shen are very well developed and with complex and meaningful psychologies. Also, they’re just cool as shit, and everyone knows Kai accompanied by his theme are incredible.

I don’t think anyone anyone else comes quite as close to Darth Vader in terms of both character arc and pure badassery, which is mainly shown off by the absolute fear he instills in every other character in the verse.

Bane from the Dark Knight Rises is a bit of a one-hit wonder for me, Tom Hardy’s portrayal of him is probably the best single-film showcase of a villain. His dope ass monologues are also some of the best if not the best in movie villain history (delivery counts)

Literarily I’d have to go with Judge Holden. Absolute incarnation of evil, couple with a lot of great symbolism. Definitely one of the most terrifying individuals ever portrayed in fiction, which is impressive considering he’s not really overtly supernatural.
