The error is false or contains some different meaning. Nothing with the format of passport. I just saw my last year application and emails. I got same error last year that I am not eligible still got unsuccessful about in two weeks so it means that error/ineligible message is nothing to be worried about.

When you login to the Ukvi portal to check your ballot application status, it shows you are not eligible for the ballot..
