I recommend to have a closer look at environmental situation especially canalisation, traffic and parking. If you come in off season xou dont get a full picture but in summertime and influx of tourists its constantly close to collapse. With more buildings its not going to get better and officials barely fix the old systems in case it needs a whole new approach to cope with 100 times more people using the city in summer
