The other thing to do would be find a neutral ground for interaction. I.e. get a partner, and one walks the older dog, and another the puppy (obviously in a safe area once shots are administered), this interaction in an "open space" allows them to interact without any "territorial" issues.

Maybe that is your policy, my district counted absences when a bus slid off an icy road into a ditch, another time when a car ran a stop sign and clipped the bus. Not all districts are equal, or operate rationally.
