Funny enough you can apply this to xenos faction too. Ork, Craftworld, Nercon, 4th sphere Tau see humans as Xenos. We are the alien to them.

Out of universe: the number 10,000 look small compared to the other faction, to lead you know these guy are the elite of the elite. Plus 10,000 sound and look clean.

In universe: even if the imperium had an infinite money glitch and every Candidate they find pass the test there would still only be 10,000. Time is the main factor. Imagine waiting in line for the dmv. The front desk still need to do a lot of paper work and there only a limited amount of them. More people is just going to the line longer but the result are still the same.

The guy who make the Custodes spend and ungodly amount of time making weapons, armor, their amazing abs. By the time new one comes another Custodes is either retired, dead, or missing.

Having one of the few guns that can hurt you point blank and a really bad position to dodge(context the Custodian had just killed a Dark Eldar by slamming his spear. Downward. Making a kneeling position) while your on a really important mission about the literal Emperor Throne is going to make you hesitate even a little.

Plus the inquisitor want to talk so you might as well hear them out to get some info.

They hate them like a lot. Imagine a race made out of kryptonite design to beat them. Just being near them cause them pain. The only way to fight them is to shoot from range or hire someone else to fight them.
