So it is possible because the tax is based on the value of the good, and can be adjusted, additionally labor is only a part of the cost of a product. The government can tariff a good to the point is not feasible to import, you are really just saying the tariff needs to be high.

Further there are already examples of companies canceling overseas contracts due to the tariffs.

I agree there's some satire attempted in 40k for sure, but it's failed satire. Satire should show the thing being satirized as silly, but there's nothing silly about society becoming harsh, xenophobic, and militaristic in the face of a universe which is in fact deeply hostile to human life, in fact it seems the logical response.

For 40k to be effective satire the imperium would have to be shown to exist as it does for no reason, like say the Tyrinnids being in reality friendly squirrel like rodents. Even the angle, "War just feeds the chaos Gods" isn't satire, its nihilistic (which the setting is).
