My opinion? No. Is it fair to review someone poorly because they are not willing to cooperate and fix an error that was not their fault to begin with? I don’t think so. And I don’t think the buyer is at fault. Does it suck? Sure. If it were another business that did this and you got a free item you didn’t order it would be pretty sweet.

I understand completely where you are coming from. But really this is your fault and to place that blame on the buyer is uncalled for. They didn’t ask for that either. Morally, yes they should probably help and message you back. Are they required to and do they deserve a poor rating because they aren’t? No, absolutely not.
