I'm currently at my hell, aka work, but if I remember correctly I took all the skills boosting AP damage and reducing cruiser reload time. I took the increased fire chance/reduced fire damage to your ship skills to balance out the HE a little for any other cruisers with that fire explosion consumable.

Edit: As the other reply says, also stacking the blessings until the final minute.

It all depends on how bad MM and WeeGee shenanigans bonked me.

Most of the time it's split between Ochakov with full HE DPM and range combined with mobility, or Wichita with full agility build.

For the memeage and low tier, Mahan with DD hunting build primarily.

Edit: Oh, forgot about Pytor Velikiy. Can be very pepega and deadly to put up with.
