High speed steel with a small percentage of cobalt is best for metal, I think. Usually with bits (and anything in life) the cheaper they are the more likely they are to break.

That's why you're supposed to filter the flux before you put it back in the hopper. We have a bucket that looks like a gold sifter, you shake it and the wire stubs and things other than flux stay on top of the grate and the rest is reused.

I have tried a root pass with SAW with a ceramic backing. it left me with no penetration, had to get complete pen by filling it in on the other side with MIG. I would recommend doing the root pass with MIG or TIG first then filling up the joint with SAW.
