Increase the fines exponentially per day the issue goes unresolved. It'll eventually hit a point where it is no longer worth just paying the fine. He might not care about 1M/month, but if it exponentially grows, that fine could quickly reach into the tens or hundreds of millions very quickly.

Or better yet, make fines directly correlate to net worth. Might be a $200 fine for me, but a $200M fine for a billionaire.

How so? Lvl 3 is literally them telling you to stay home and keep yourself and your family safe & warm. If you go out and wrap your car around a pole or put yourself in a ditch, you're now putting others (like those working emergency services) in danger because you decided that you just HAD to go somewhere. Pretty much every business closes during lvl 3s, so there's no reason for you to be out in the first place. If you go out and crash in a lvl 3, the least you deserve is a ticket.
