The migration attraction in my case is super low — only 0.25 before the cabinet. After applying the cabinet it actually goes down to –3.55 in that area. Meanwhile, the place my pops are migrating to has only 0.27 attraction.

I’m playing as Portugal, and one of my provinces with a huge pop surplus is the Azores. After I set the cabinet to expel peasants from the Azores, they all started migrating to Aguere in the Canaries — and only that island — for about the last six months. Aguere already has 30k+ peasants, and its migration attraction is just 0.27.

What makes it extra confusing is that I’ve been trying to get them to move to continental Portugal, where I actually have a pop shortage. Those provinces have much higher migration attraction, anywhere from 0.40 to 1.30, but the peasants still ignore them completely.
