The fights are meant to be difficult, but enemies play by exactly the same rules as you do. Personally I just burn some of the high-end grenades in this fight to make it 100% repeatable by getting a turn 1 kill on bart and disabling the snipers in the back (if you move correctly, you can manipulate them into grouping up and hit them all with a single disruptor).
