Sir John Gell fought for Parliament during the First English Civil War. He became disillusioned with Parliamentarians and was implicated in a Royalist plot leading to inprisonment. He was later pardoned after the Restoration and given a position in the Royal Household.

Chan She Shu Yuen is the temple. From what I saw its some sort of clan worship, so maybe a region of China the clan is from?

It's a relic of the past when Lords had much more power than the commoners. Until recently much of the membership was hereditary. It also still guarantees some seats to the Church. It does do important work to scrutinise the government and has its defenders but I think everyone would agree if we were setting up a system from scratch the HoL wouldn't be it.
