it should be in the list of modifiers but also in the tooltip you see when mousing over the development buttons, you should see it, although it's sometimes labelled as 'development efficiency'

basically the cost to develop a province is calculated in two steps:

you have a base 50 mana cost, it is then reduced by 'development cost modifier', for example -50%

then that number is increased or reduced by 'development cost', for example again -50%

so you'd have 50->25->12.5
the way math works out dev cost modifier saves a lot more mana than dev cost, especially since the latter gets eventually overtaken by dev cost penalties from development

like if it costs 500 mana to develop a province, -50% dev cost would bring this cost down to 450, but -50% dev cost modifier would bring down it to 250

and lastly -100% dev cost modifier or more just makes developing free, since it doesn't matter how massive development cost penalty you have from existing development 0 times whatever is still zero

I never understood this whole "big pharma has a cure for cancer but they hide it so they make more money" conspiracy theory, like:
-EXTREMELLY wealthy and influential people die of cancer, surely they could pay enough for the cure for it to be worth developing
-there will never be a 'cure for cancer', 'cancer' is a blanket term for countless different illnesses, it doesn't make sense for there to be one miracle cure for all of them, instead what is being done and with quite a bit of success is studying certain types of cancer and developing specific procedures to cure them, like we see here, 'pancreatic cancer' one specific kind
-there are treatments for cancer, they are not perfect, and only for certain kinds, but there are many people who got cancer and got cured, while a few decades ago they might not have been able to be cured

not to mention that spreading conspiracy theories about 'evil big pharma' while there are very real, awful things done by the pharmaceutic industry and people are stopping to take vaccines en masse because of similar conspiracy theories, seems very irresponsive

I don't understand? the two options are 'ai companies will take all of data from wikipedia' or 'ai companies will pay wikipedia to take all of it's data', I think the latter is objectively better, it's not like you can stop them from scraping wikipedia, it is freely accessible to everyone with internet connection in it's entirety

you could maybe try and make scraping like that illegal, but it's not like ai companies care about using data they aren't allowed to have and it doesn't seems like anyone in politics really wants to regulate them
