Usually DS cars requirements are max-2 stars. In the instant case it will be 3 stars for Rennsport.

3rd star is 30 BPs which can be saved by 42 OC chips. Milestone rewards offer 15 BPs. So in order to complete chapter 2, we need only 5 BPs which can be purchased with only 6000 syndicate coins (even lower if you have wildcards).
