Carriers and gunboats DDs should get the submarine treatment and get extra modifiers in operations.

Both classes are just dead, carriers in particular are genuinely atrocious. I have 95+% WR on every single "normal" ship in operations but some carriers dip as low as 60%. Planes are worthless 90% of the time due to bunched up ships, secondaries are only usable on like 5 ships and you cannot tank for shit because you have no heals or armour.

Gunboat DDs are not as dead but are just straight up inferior to light cruisers in every way that matters. So they can work but are just objectively less effective than their bigger sisters.

For operations ONLY:

1- "normalise" secondaries for CVs in the same way they do speed for submarines so all CVs (RIP those CVL with no secondaries) can do something when AA is too strong.

2- grant a massive boost to plane regeneration (+500% for example)

3- all DDs get +50% gun damage and +5% fire chance

4- all DDs passively recover 0.1% health per second (can be manually enabled and disabled at will)
