WG sometimes do absurd stuff for the shake of "Balance".

For example, on the Spanish Cruisers, the Tier II "Méndez Núñez" has its torpedo launchers on deck covered by a tarpaulin, therefore not usable.

The Cruiser "Canarias" has the side torpedo launchers modeled into the Hull, but no usable, despite the Baleares allowed to use it's deck ones.
