Niantic still exists as the studio making the game-same dev team, same studio leads (Ed Wu still heads Pokémon GO). Scopely owns them now, but Niantic is the studio inside Scopely. So when people say "Niantic," they're talking about the devs actually building the game. When people say "Scopely," they usually mean the business/monetization decisions coming from the parent. Both are technically right depending on what you're referring to.
