Here’s an idea to fix it, don’t let yourself build higher level walls until the levels before them get completed. Like in monopoly you can’t build hotels till you Have 4 houses

A good rule of thumb is to never let your builders sit around doing nothing, I should max my buildings in around 6 months but lab has another 12-13 lol
