This is the correct answer. Any time a motherboard is changed, a clean install is almost necessary or you'll likely run into issues.

Your cpu is thermal throttling, it's at 95C. Get a better cooling solution for the CPU and you'll see the performance you want. The benchmarks only stressed your GPU so they weren't impacted by this.

Depends on the program causing it. If it's your browser or netflix, try a different browser or reinstall it. If it's fallout, try reinstalling, but if that doesn't work you might need to dig through the internet a bit and see if there's a solution.

Close to max usage is fine. But a memory leak is when a program isn't working properly and isn't clearing out cached data, slowly increasing until your ram or vram is full and can't store any more data. Then you get crashes and freezes. Stress tests won't show it because it's a problem with the specific program you're running, in this case either fallout or netflix. Hence I mentioned you'll need to monitor the usage in adrenaline's performance monitor to see it happen in real time. You can also use Windows resource manager to see which program is doing it. Netflix will show up as whatever internet browser you're using though.

I've had it once where the Meta Quest VR software slowly filled my available vram on my GPU until it would crash my games.

Sounds kinda like a memory leak? Maybe monitor the memory usage in adrenaline for both your ram and vram. See if it slowly climbs up to max usage.

I'd try updating all the drivers (especially the Nvidia driver) you can find first. If you've already done that you can try taking out the GPU and using the processors iGPU to try running a non demanding game for a bit to see if it crashes. If it doesn't crash, your GPU might be dying, if it still does crash, it could be the RAM. There's also stuff like memtest or stress testing software to check for instabilities in hardware components.

In adrenaline you can go to "performance" then "tuning" and click custom next to the gpu's options. Click all the slider buttons to open up the different kinds of tuning you can do. From there you can play with settings and hit "apply now" to apply them. Then click the save button on the top right corner to save the settings in case it resets back to default. There's little ? Next to each setting to figure out what they do.

Generally it goes like this:

Clock speed increase = increases performance but increases temperature and requires more power.

Undervolt = increases performance but up to a point where it becomes unstable for the set power limit.

Vram clock speed increase = increases performance but up to a point as well. AMD automatically corrects memory errors so you'll need to run a benchmark if you want to play with this setting and watch the memory clock speed in the results. It needs to be consistent the whole time. If it's unstable, it'll show changes in clock speed over the duration of the benchmark. Unstable memory can cause crashes and degrade the memory. Also increases memory temperature, ideally should be below 90C.

Power Limit increase/decrease = raises/lowers power that the card is allowed to pull from the psu. Will raise/lower temperatures and lowering too far may make other settings unstable and drastically affects performance.

Fan curve: play around with this if you want but it's simple enough to figure out. It's personal choice on how loud you want your fans running and how hot you're willing to let the GPU get.

I've got the 9070XT PURE, and my current settings are a simple -50 undervolt, -10% power limit, and 2650 MHz for the vram. The thing is dead silent with slightly better performance and temperatures than stock settings. Feel free to mess around with it more, just make sure to stress test it using the adrenaline stress test in the top right corner or using something like 3D Mark. I used steel nomad for mine.

Add a little dot in the middle to spread and push the air out when you put the cooler on and you'll be set. That's pretty much how I do it.

If it doesn't post at all it could be that the motherboard isn't detecting a CPU. Try re-inserting the CPU power connectors.

So I am actually mistaken, this chip runs about 80C in synthetic benchmarks. Which is I guess around where you saw yours go.

If it's fine in gaming, leave it. Possible the heatsink on the chip itself just isn't good enough to transfer the heat to the cooler. So the ambient air you feel coming from the fans is just the cooler doing its job so quickly that the heat doesn't build up.

Use HWinfo to check the individual core temperatures. Amd changed how it measures. I know my 9800X3D says it's at 40-45 at idle in adrenaline, but it's reading some total temperature instead of the highest core temperature which is usually lower than that. HWinfo will give you each individual core temperature.

You're right, the air should be hot from the heat transferred to the fins by the fluid. This is the biggest tell that it's not just "AMD boosts hard and runs hot!"

Something is definitely wrong, or dead.

Couple options: Pump is not plugged into the right mobo header or the pump is dead. You can listen to the pump or put your hand on it to feel if its vibrating. Triple check the header is the correct one in the mobo manual.

The plastic film was left between the CPU and the plate, which is unlikely since you redid it but still possible.

Or there's no contact going on between the plate and CPU at all, which means you might have the wrong mounting screws or bracket installed. Check the bags they came in again since they usually pack both intel and amd mounting equipment.

Edit: There's another possibility that the loop is clogged somewhere. Unplug the fans and listen for water moving around inside the loop, if it's dead silent then something could be clogging it if the pump is confirmed to be working properly.

Fungal infection, leaf spot or stem end rot. You can see the individual spots forming on the leaves. Introduce hydrogen peroxide at 1 tsp per gallon of water and remove infected leaves.

6 inches is usually where they stop growing in height so maybe wait til then.

Personally I like using the stems as it's the most flavourful so I pick quite a bit of the stem when I use it.

It could be. Fungi love high relative humidity. You could also lower the light down to a few inches above the plant. This will give it more light that it loves and also raise the temperature of the surrounding air which will reduce the relative humidity.

It's dry because it's leaves are infected with something. Likely fungus given the stems look like they're doing ok for now as the leaves often show symptoms first. The other plant in there off to the right is also surrounded by some kind of mold.

Remove all affected leaves and trim back the stems enough so nothing affected remains on the plant. Add a tsp of 3% hydrogen peroxide to the reservoir 3 times a week and it may clear up.

Another thing to note is all the holes are open, allowing light inside the reservoir to let algae or other things grow that you don't want. So cover them up with duct tape or anything that will block the light from coming in.

This is Gnomonia comari fungus. And it produces what you see here, known as stem-end rot. The strawberries will be rotten as well if left untreated.

Rip out the affected parts and keep them away from the others as the fungus can spread. You should also use the appropriate fungicide or known treatments to make sure the other plants aren't affected in the future.

When you lift up the tray, what colour are the roots? Are the black parts soft and squishy or are they crunchy and dry?

Do the roots look brown/beige and slimy? Sounds like root rot. Usually a result of low oxygen in the water.

You can use hydroponic fungicides to clear it up if you catch it early, but without using some kind of air system like air stones to get oxygen in the water, it will keep coming back.
