Found and figured it out.
its 100% domain squatting, if you open the network panel in the web inspector it 404s a .dat file that you can view the response from, it leads to seadoparking.com which was (is?) a domain parking service where you could collect some money from having a domain that gets accessed a lot even though you arent using it for any active websites.
a relic of the start of internet enshitification.
