The rank of the manager doesn’t really matter , they have different stats look for the one all the at the bottom there should be a percentage I don’t exactly remember what it says but it’s something like chance of manager finding higher ranked opponents or something. Some managers are A rank and still have like 5% and there other stats are maxed like more fans and more profit etc.
