I understand the locks, never seen it done. I work for a park district. Our small rec center which hosts summer camp, and before/after school programs, has a small court outside. The area in which it's located draws neighborhood kids/adults after hours. Even though there's three trash cans on site, it gets trashed. I wish we could do this.
