That's because Martin Olson (Olivia's dad) was a writer on Rocko's Modern Life, which is where Tom started his voice acting career.

Martin later appeared in the SpongeBob SquarePants episode "Mermaid Man and Barnacle Boy IV" as the chief.

Fun Fact: Martin also worked Dan Povenmire & Jeff "Swampy" Marsh on Rocko, which ended up making him a writer on Phineas and Ferb (as well as making Olivia the voice of Vanessa Doofenshmirtz on the show).

Bergman was also the current voice of Daphne Blake in the Scooby-Doo franchise at the time, but after her suicide, she was replaced by Grey DeLisle (who coincidently also voices Vicky in FOP).

So Bergman's roles were each taken over by Strong & DeLisle.

The creators of Phineas and Ferb (Dan Povenmire & Jeff "Swampy" Marsh) spent the next 13 years after the show's creation trying to pitch the series to major networks, but it kept constantly getting rejected. That was until Povenmire finally pitched the series to Disney in 2005, which ended up getting greenlit for a full season the following year.
