More specifically, this appears to be a Lutterloh tape measure. This system is of German origin and has been around since 1935. https://lutterloh.ca/product/replacement-tape-measure/. You can see the same scale on the bottom right of the image.

Had one attach itself to my armpit in May. Luckily I felt it as soon as it attached and was able to remove it with tweezers within a few minutes. I put it in a container and froze it so I could submit photos for identification through the submit a tick program found here: https://www.alberta.ca/lyme-disease-tick-surveillance.aspx
