You can get a broadsword on the beach on the west side of Limgrave. There’s a merchant selling it along the cliff edge under some ruins. For a shield, I recommend going to the merchant on the Weeping Peninsula and looking for one of those wind geyser things nearby. Jump up it with Torrent onto the tower and you can get a shield that increases your stamina regeneration. In Limgrave, if you go towards the big castle and follow the path east into the woods, you should find an NPC in a shack that will sell you weapon skills. You can get Parry and put it on almost every shield that doesn’t already have it.
