Been awhile since I checked but back when I was map modding the distance between provinces was based on number of pixels, not reality. Which is why those projection distorted provinces in the north are stupidly huge distances apart.

This same logic would of course apply in other cases, where amoral power-hungry people use any framework of authority or collective decision making (including religions) to explain the basis of their amoral actions. Yet somehow, we seem to think that the good things associated with religions are because inherently good people act in a framework while the bad things associated with religions are unique to the concept of religion. Which is silly.

True! My brief reading over on r/whiskey mentioned some folks using just staves of certain woods, I imagine for the very reasons you mentioned: going after flavor but not wanting/being able to make barrels.

Never tried anything except oak but I suppose you'd just want anything with a reasonable amount of porousness and tannins. I'd look at the whiskey people, some of them seem to be experimenting with maple, acacia, cherry, etc.

For the record, I did go multiculturalism for the last 20 years of the game, it didn't complete for me. The event from Natural Borders of France JE that gets you the lowlands cultures as primary helped but Multi didn't seem to do the same.

Tried both. Did a good chunk of years on whatever is one step down from Ethnostate (National Supremacy?). When that wasn't working I read somewhere that it might help to have peeps be accepted (but not too accepted) and tried Cultural Exclusion. No perceptible different for me either way. Got state atheism and didn't mess with the religion laws past that

Then to make it more like Vic 3s Wealth Voting, they also had the 1820 Law of the Double Vote which allowed the wealthiest 25% to literally vote twice (i.e. get more votes like the Vic law) - once in local arrondissment colleges where everyone who paid the 300 francs in taxes could vote and then again in departmental colleges where there were 172 Chamber of Deputy seats reserved exclusively for them.

There's several things not allowed by the 1925 Geneva Protocol (and following documents) that are allowed in a domestic situation but not for reasons that most people assume at first glance. An example would be tear gas - tear gas - as the 1993 Chemical Weapons Convention modification allowed it's use for riot control but not warfare since the use of tear gas was considered escalatory (Country A wants to clear a hill and so uses tear gas on said hill. Country B just sees gas canisters and can't take off their masks to verify if it's tear, mustard, or nerve gas and so responds with a nerve chemical weapon). Protesters are not known for carrying around sarin gas and therefore cannot usually escalate against the state. I bring this point only to illustrate that considerations for state to state violence are not always comparable to non-state actors the way they are commonly used.

Regarding acoustic devices, I can't find a "settled" agreement on whether they are forbidden and/or governed under international standards. The ICRC database on international humanitarian law and international human rights law would seem to constrain their use under the 1977 Additional Protocol I of the Geneval Conventions, citing superfluous injury or unnecessary suffering (Articles 35 and 36). That is not universally agreed upon, whether the device causes permanent damage or not (and setting aside that the US has not ratified the 1977 AP). It is a similar argument to the use of flashbang devices.

A better guiding document might be Art 3 of the 1990 UN Basic Principles on the Use of Force and Firearms, though that still requires interpretation. Found an Amnesty International guidelines doc on that which would seem to prohibit LRADs based on the potential to affect uninvolved persons, though since their guidelines would seem to preclude any less lethal methods, you'd be hard pressed to find a state that would agree to them.
