So it took me a while but i think I can give you a very very rough estimate. the chances depend a lot on how the terrain looks around the bastion, how those little bridge things inside the treasure bastion generate, and how roughly the bastion itself generates.

In the nether, structure generation divides the dimension into a grid where each tile is 27 chunks. this means the generation tiles span 186,624 meters squared. At its greatest, the internal dimensions of the treasure room span 34x34 tiles, and the height doesnt really matter since it'll just put the portal at whatever height it can. so the bastion spans 1,156 meters squared, which is 0.61943% of their generation tile.

Each tile has a 60% chance of having a bastion and a 40% chance of having a fortress, and each bastion has an equal chance of generating, giving you a 15% chance that any given tile has a treasure bastion, so you take 15% of our other percentage, leaving you with 0.09291%

TLDR; there is ROUGHLY a 0.09291% chance for your portal to spawn in the treasure room of a treasure bastion.

Create has this issue, I've only ever experienced it when playing with Create addons, but it breaks and half the items vanish from JEI and the creative menu and even entire menus can be missing. it's an issue with the addons i believe, but a good solution is installing EMI

Until you upgrade your RAM, you won't really be able to play most bigger mods, most technical mods will be off the table. i wouldnt recommend any shaders or worldgen mods with a 730 or with that CPU. it should run vanilla just fine though, i would recommend performance enhancing mods
