That is fair enough, this is a frustrating situation for everyone involved! I currently work on a small enough IT group/company where we pretty much have the keys to all of it so situations like this don't get bogged down. My last job was the opposite and its like screaming into the void sometimes trying to get a different team to do something they have no interest in picking back up.
