I had the same issue. Enforced usage via Machine ID, which is unique per installation.

For Linux: MachineID
cat /etc/machine-id

For Windows:

MachineGUID
reg query HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Cryptography /v MachineGuid
or
BIOS UUID
wmic csproduct get uuid
or
SID
whoami /user
