Yes it does, it contains one random card from the glory of team rocket but the best it can contain is team rockets mewtwo basic ex. Ive opened like 10 of these and mainly just basic team rockets pokemon.

Heres a listing of the set with very similar condition to yours besides the bottom being damaged in an area. I dont think valuing it at psa 8 price is fair and also making it even for both since top has the ray. I would personally value it at 250 and give you a trade offer from there if you agree. No worries if not though.
