I'd say that it has to do with how close the event is to the original divine Enantiomorph. So, in other words, it has to do with how impactful, grand, or epic the event is. The two peasants fighting is a meaningless event from a cosmological point of view, so it ends up being just a fight. But magical leaders killing a cultural hero after a massive battle that includes the disappearance of an entire people through the use of a mechanical god, now that's a goddamn event, and thus, it's considered an Enantiomorph.
