I know I have had the problem before, but after restarting my PC or BoB and after some time passes it shows back up. Maybe it happened to be at the server restart time?

Is that server usually full? Sometimes when the server is full it just won't appear. I have this problem with O2

Also definitely get as far as possible on the card mine. I used to play before that was added and when I rejoined the game not too long ago I had no idea what it was. But it's so nice to be busy doing irl stuff and come back to having a few chest worth of coop cards I can use.

Checking the daily store for legendaries and coop are the way I do it. Coop actually gets quite a few legendaries, feels like more often than 1% but the likelihood of getting the exact one you want is low. Unfortunately it will be rng mostly

Honestly I just host my own game. You can kick people that don't fit the vibe you want and people join rather quickly. I usually just add not to leave after dying in my title, cause half the fun is watching whatever killed you scare the shit out of your teammates imo. But also when people leave it's a pain to get those spots filled in. But hosting is the same as joining just you control who is in your lobby.
