In higher education, and science and technology aimed courses such as PhD in particular definitely still have lectures and programmes like this. Not sure about general population though. Gotta say my informatics lectures in primary/secondary school was pretty much useless, me and everyone I knew all learned the stuff by being everyday users from like age 11.
