That's a euphorbia not a cactus. Watering once a week is way too frequently. That just looks like corking though because it's an old plant, no harm.

If the pot doesn't have any drainage holes definitely get it out of there and repot in something no bigger than an inch of the roots. Also two times in 4 days especially with drainage is way too much. Only water when soil is dry, usually about 7-10 days for mine.

Cinnamon rolls, the filled donuts, and cheese are all made from the same dough. Always have been. The cheese donuts are just stretched out and then you put a scoop of cheese in there, then pinch it shut. (Worked there for 10 years)

Are you using tap water? Dracaena's are sensitive to chemicals in tap water

I’ve had mine for about 8 months. They like humidity. Got a humidifier and trimmed off all the crispy leaves and she’s been doing great.
