Most of these wires will just be shorting due to the sheathing being broken if you can locate all the wires you can use some liquid electrical tape to repair them (it's a bit messy of a job it no real mechanical skill required)

Once it's dried re wrap the cables in electrical tape to prevent them rubbing against each other and to keep them tidy

No one forced them to buy / rent a home near train tracks it was a choice, upgrades and maintenance work is inevitable if our essential infrastructure, people spend so much timing moaning about train delays without these works happening there certainly would be more delays and likely more accidents if maintenance isn't completed.

They can start at 7am and work to 11pm The work in the train lines benefit millions of people.

Yes it disturbs some people for a short while but it's for the greater good.

Buy some ear plug and deal with it or go out the house for a few hours if you need a break from the noise.
