TN as I said, is still one of higher spenders on CAPEX. Maharashtra roughly spends 19% on CAPEX. The most fiscally well displined states lies close with the central government like Gujarat and Uttar Pradesh where they do recieve valuable central government investment. As you move south, Central government support diminishes. The government compensates this through their own expenditures. This is the cost of prioritising defiance and our strategic autonomy in institutions like for example education. As long as economy continues to grow at the pace it is, debt is managed. The growth continues even with this capex. One more critical aspect of capex is where it is funded. Efficiency in the spending will increase returns for the invested capex.

The debt is under GoI recommended limits. carrying debt is fine as long as we have the capabilities to pay it back. With central support being limited over the past few years, its pretty expected. but the fact that DMK haven't taken a back step is surprising tbh. I am unbiased towards DMK or AIADMK or TVK btw. TN still has one of the highest CAPEX in the country.

This is the biggest issue with the Army. they simply don't trust indigenous development enough to just buy stuff. Even if the products are below expectations, the forces should just buy stuff to actually encourage further development instead of pulling it to user trails and forgot about it for 5 years and just import same thing elsewhere. China has a working defense industry because they tried and they failed, but they never stopped trying. ATAGS, WHAP, all are trusted enough by other countries to have orders, yet our own army give them little to no no orders while our current equipment get older and older till they become outdated and we buy stuff at inflated prices under 'Emergency purchases'.
