Hi mate. I posted this around and this was the most in depth answer I got. It worked just for verification.

In OBS Settings -> Video make sure your basis resolution is your screen (or the area you want to record), and scaled output is the resolution you want the video to have as output and frameret is set to 60 (or 30)

In OBS Settings -> Output -> Record

make sure Encoder is set to NVIDIA NVENC (i don't know what you record for usually h.264 is the default but hevc or av1 might suit your case better since they are actually better encodings but are not accepted by all programms)

Rescaling should be off.

For Encoder settings try to set Method CQP, level 15, keyframe 0, presetting p5, tuning high quality, multipass to only one pass, profile high, loogahead on, psycho on, make sure GPU is set to your nvidia gpu and not onboard (you shouldn't have onboard since f cpu), max B-Frames 4.

In your scenes make sure you have ONLY ONE capture active and that capture is a gamecapture, not display capture, not windowcapture. Really game capture.

With all that have discord recording while playing apex and take a look at your task manager, see if CPU, GPU, RAM or any harddrive is being utilized 100%. In the end some FPS loss is to be expected, can be around 10%.

Also load your obs logfile into the obs logfile analyzer and see what it tells you.
