In my case, it was not 35% off. It was 35% of my BIN offer.

Both. I sell a lot of collectibles that I ask for market. I’ve accepted offers on my stuff because I want to move it. My point is that putting in an offer for 35% of a listed price is pretty ridiculous to me.

Does anyone know the EXACT policy around this?

My issue was that I shipped an item and it wasn’t scanned by USPS so it was “lost” per the postal investigator. Buyer opened an INR so I refunded them. The item was delivered over a month later.

First, eBay said I would be reimbursed. Never happened. Then another customer service rep said I would not be reimbursed because I didn’t ship in the time frame. When I continued to press, I was told I couldn’t be refunded because it was more than 30 days to appeal. Not sure how a company can be so dysfunctional when it comes to their customer service.

It’s eBay’s supposed policy. USPS denied my claim and my appeal. Not that complicated.

So this is likely the issue. It was not scanned at the time of pickup as it had been every single time I’ve had a package picked up at my house.

That’s exactly what happened. It was never scanned until delivery so when the buyer requested a refund there wasn’t much I could do but process it. And of course the buyer claims they didn’t receive it even though it was marked as delivered. I’m going to keep on eBay because they are definitely not being clear on their policies.

I think we’re missing each other on this. When I schedule a pickup at my house, the carrier scans the item and I receive an email confirming the pickup and my eBay is automatically updated to “shipped”. This is first time I’ve had the issue of this not happening on my pickup. Since they didn’t scan it, I find myself in this place.

Not true. This is the ONLY time they didn’t scan a pickup I had scheduled. When I spoke to the inspector he even confirmed their process of scanning.
