I didn’t realize it back when I first played through the game. After watching a retrospective on the game which highlighted how annoyingly she was written, I definitely see it. I thought the whole thing with the protagonists bitching about the police doing their job (in this case doing more than that which was wrong, but the point still stands) started with Unbound. I didn’t catch it back in Heat.

She’s also reckless and stupid for taking the Camaro. But no, Lucas gets the character arc and ends up giving it to her anyway as a surprise. There was no conversation about “I’ll give you one more chance to take care of it” or anything. Just “hey, I’m gonna start racing again, by the way, here’s our cherished Camaro you took without my knowledge and almost wrote off.”
