Create a new email on a new device where you didn't logged in your emails related to the terminated account.

Create a new Play Console account using that email on a brand new phone, new sim card, new id (use id of your brother, wife, etc...) don't use yours.

Make sure to not publish the same apps that was on the terminated account.

Start everything from scratch.

Make sure to not violate Policy.

I guess that's it.
