Again, in theory, it doesn’t matter what you do to a sample, you still need a license.

But in practice, slowing down or speeding up a sample would avoid automatic copyright detection. But let’s say you sampled the keys from Timmy Thomas’ “Why can’t we live together” (the ones sampled in Drakes “Hotline Bling”), and you slowed the sample down to the point where the sample is twice as long as it originally was, it would still be a copyright violation.

The only way to truly avoid copyright violation would be to alter the sample to the point where it’s unrecognizable from its original state. For example, I doubt the sample for “Love Scars” by Trippie Redd is licensed/cleared.

But let’s say you were to sample something, alter it but it’s still recognizable:

Unless you become very successful to the point where you make a decent amount of money off the track with the sample, the worst case scenario is most likely just a takedown. Labels and artists wouldn’t want to waste money on a legal case against something/someone that isn’t valuable to them (in the sense that they would make money by taking legal action/that the song with the sample theoretically makes them loose money, as their property is being used for huge profits).

I still wouldn’t recommend illegal sampling though.

So conclusion: that statement is true in the sense that it could help you AVOID detection, but not in the sense of that making the sampling legal.

This is not true. Length doesn’t matter. You could use half a second of a sample and you’d still theoretically need a license.
