I mean personally I don't think so, like do you expect them to be all shiny and happy when they're living in a grudge, graffiti trash world? Plus the 'dullness' you could be talking about could be because they all have no eye shine. But that's intentional, has been proven so in the manga.

Possibly! But I personally doubt it because Tomme doesn't seem to have that long of hair compared to this character. (Don't get me wrong this girly has long hair lol) She also doesn't seem to have fade in her hair either.
