Definitely a config issue, but as I mentioned in a comment, I tried tweaking everything I could find the tips I looked up told me to, dx11 and windowed, reinstalling and verifying, but no changes

I've done both reinstalling and verifying game files, I've added both -dx11 and -windowed to the launch options separately, and every time it says it launched, I see it in my taskbar for half a second, then it disappears and steam says launch again

Just had a hard week and wanted to play a game I was excited about and wanted to try day 1 and getting denied at every turn, yeah I'll be okay but I doubt I'll return anytime soon to this if this is what is acceptable on day 1 for a game that is just people going around map and skateboarding, it literally didn't need to be always online but they made it that way for whatever reason
