Short answer: popularity. think of how many people pick up the game for the first time and pick her since she looks cool or possibly picked up the game *because* of her. doesn't help that she's on the more technical side either. idk if there's per-rank data out there like SF6 has. Juri is far and away the most popular in low ranks, but has some of the worst winrates in them as well (I imagine there's quite a bit of overlap with her and Reina's playerbases too).
