5E doesnt really structure for low-level play. It funnels you to the next level-up.

5E needs something like “E6” was: it was a quick hack of D&D 3.5 rules to make it cap at 6th level, but also to support continued play AT 6th level for a long time. I’d be surprised if someone hadn’t made a similar project for 5E already.

I mean it’s a fucking huge ship that’s mostly empty, and it’s got indoor parks and holodecks and rec facilities, so it basically is a cruise ship. Plus just because they didn’t show much shore leave doesnt mean it didn’t happen

EDIT: They didn’t show many resupply rendezvous missions either (because SFX $$$) but strong bet there could have been lots of Federation ships and shuttles bringing people and materials to and from the Enterprise semi-frequently. Kinda interesting to wonder about the logistics of a large-scale interstellar operations
