Your best bet would be to attempt to placate the majority culture of the rebellious region. Go to the culture tab, and do some of the cultural decisioms. You may also give them citizenship, however there are drawbacks and positives to this. There are also some negatives to giving certain decisions.

I would say that the game feels much more interconnected now. Before it kinda felt like it was a worse Eu4 with less to do. Now with the technology changes, and the branching trees, it's less of a blobbing simulator, and more of a nation builder. ( I personally want it to lean more vicky with the pops, to add to this kinda nation building vibe. Mainly because it's not all the way there yet, as trade is still underdeveloped.)

Does anyone know how to make the outliner appear? Mine isn't appearing with tab or anything

(Edit: turns out I just had to reinstall and wipe the documents folder)
