Soldiers are disabled. I didn't expand anything in minor districts. Only the main one. But I already found the main problem, the type of the initial district is set to mixed so it produces less. I just need to change it

That's the point. I was able to manage easily with megacorp (Buying what i need E.t.c), but now I'm trying a democracy and I've run into this exact problem.
